WHY AND WHEN THE COMMISSION WAS FORMED

Linking the Baltic Sea and the Black Sea, the E-40 waterway runs through the area of the three neighboring countries of Belarus, Poland and Ukraine, and its total length is over 2,000 kilometers. If used to its full potential, the waterway can become one of the major European trade and tourist routes thus providing Belarus, Poland and Ukraine with new opportunities for sustainable economic growth and development of good neighborhood relations.

However, as the stretch of the Western Bug River between Warsaw and Brest is currently unnavigable, the E-40 waterway is actually divided into two parts. In 2013, the project "Restoration of the E-40 Waterway on the Dnieper-Vistula Section: From Strategy to Planning" co-funded by the European Union was launched to address this challenge.

The permanent cross-border Commission on the Development of the E-40 Waterway coordinates the project and ensures successful implementation of all project activities and initiatives. Its first session took place on March 27–28, 2014 in Brest.

KEY TASKS

The Commission primarily supervises the development of the Feasibility Study of resuming navigation on the entire stretch of the E-40 waterway. The large-scale and complex nature of the restoration work requires careful attention to every detail. The Feasibility Study will examine the existing traffic flows, logistics solutions and specifications of the E-40 waterway, calculate the economic effects and investment costs in detail, and explore the environmental impact of construction on the cross-border areas by reference to the legislation of Belarus, Poland and Ukraine. Further, the Feasibility Study will present scenarios for the integrated use of the restored E-40 waterway, including tourism development, creation of recreational areas and use of alternative energy sources.

In October 2014, following an international tender process, a consortium of five organizations was selected to prepare the Feasibility Study. The consortium leader is the Maritime Institute in Gdansk (Poland). The consortium also includes the Institute of Shipping Economics and Logistics (Germany), State Project Development and Research Institute of Maritime Transport ChernomorNIIProekt (Ukraine), European-Ukrainian Business and Innovation Agency (Germany), and the National Academy of Sciences of Belarus. The work on the Feasibility Study started in January 2015; the final document will be discussed at a special session of the Commission in November 2015.

Other important tasks of the Commission are as follows:

• Consultations with all stakeholders at all stages of the E-40 waterway reconstruction project development

• Raising awareness in Belarus, Poland and Ukraine on the preparation of the Feasibility Study

• Creating conditions for inclusion of the E-40 restoration project in the list of priority projects of the Trans-European Transport Network (TEN-T). (The Network programs are aimed at improving the transport infrastructure of the Member States and neighboring countries to ensure smooth passenger and goods flows across the continent.)

 STRUCTURE

The Commission consists of more than 70 members. It includes representatives of regional authorities, ministries, research institutes, transport, logistics, and environmental organizations of Belarus, Poland and Ukraine.
